Expression of Interest
The Government of the Hashemite Kingdom of Jordan has received a Bilateral Grant under the Economic Reform and Development from the USAID/ administered by the International Bank for Reconstruction and Development (IBRD). It is intended that part of proceeds of this Grant will be applied to eligible payments under the consulting services contract for which this notice is issued.
The Aqaba Railway Corporation (ARC) seeks consultancy services of Financial Advisor to assist in the Privatization of the ARC. The Government proposes to offer shareholding and management control of ARC, in whole or in part (at least 51%), subject to the response of potential investors/joint-venture partners.
The EPC intends at this stage to request expressions of interest from qualified consultants for this assignment. Interested consultants must have a proven record in the implementation of similar projects. It is expected that the advisory team includes, technical, accounting, environmental, financial, investment banking and legal skills are necessary to assess ARC's operations, recommending restructuring and privatization options for ARC and then design and implement a strategy to carry out the preferred privatization options. Consulting companies may associate with other companies to cover the skills required. It is expected that the duration of the assignment will be around (14) months.
Consultants will be selected in accordance with the World Bank's Guideline: Selection of Consultants by World Bank Borrowers, January 1997 (revised September 1997 & January 1999), and is open to all consultants from eligible countries as defined in the Guidelines.

Consultants interested in being considered for this long list shall present an expression of interest covering the following information:
A brief description of the organization indicating size, staffing, scope and services, main sectors of activities and area of expertise. A list of all similar assignments and details of at least two of these assignments. The information should clearly indicate a narrative description of the assignment, contact details of the client, contract value and persons-months of key staff provided by the firm.
Expressions of interest may be submitted by individual firms or in association with other firms, e.g. joint-ventures and sub-consultancies provided that the lead firm is the financial advisor. Once the shortlist is finalized, any association among short listed firms may only be changed with the written approval of the EPC. The EPC expects to shortlist a maximum of six firms or associations of firms. Only those short-listed firms will receive the Request for Proposals (RFP) and will be invited to submit technical and financial proposals. The EPC will issue the RFP for the assignment in the second quarter of 2004.
